If city leadership - elected and otherwise - appear to be able to act in an unethical manner without consequence (news reports of sweet-heart deals, etc.), city employees will feel justified in their own poor choices. If privacy laws and legal procedure make transparency hard, then perhaps it is possible to issue a report that give a statistical overview: how many investigations, how many terminations, suspensions, etc.
