Question 5: In your opinion, what is one thing the City could do to build a strong ethical culture in City government? Make management realize that a "strong ethical culture" is not a popular whim as perpetuated by outside groups. They have to realize that a policy must allow for the idea that any ethical decision is a matter of process. It is not relative. It is not absolute. Each employee must realize that it is a process where city policies can only act as a guideline.
