Question 5: In your opinion, what is one thing the City could do to build a strong ethical culture in City government? Follow up with complaints against fellow employees, not behaving ethically over period of time. Once complaints have been made, examined for validity, should be addressed promptly. I am not seeing that. It is discouraging for employees, who DO Work, not take extra breaks, or slow down work for social media, while supv. walks by, never seems to notice, let alone address it. There must be consequences. We are on camera, but seems to make no difference. Consequences that involve management and supv's who don't follow through with chastisement toward the doer. I find, there is always chastisement for the complainer though, even when there is validity to complaint. Who are the -people responsible for the follow up. It seems to stop in personnel.
