Don't just identify violations, rather make it clear WHY certain actions are violations. Create some plan for people regarding how to respond to violations that doesn't immediately result in termination, but doesn't make people feel like nothing happened and the behavior is acceptable. We operate in a culture of ignorance and fear, and we should bringing forth a culture of transparency and restorative justice, with reasonable plans to correct behavior. We need to re-frame "ethical issues" so we're talking about what our shared values are. If we can transform "violation" or "issue" into its inverse, then we can get on the same page about our core values as City employees. People are missing the WHY behind the violations and don't have a shared understanding of our values. |
