Question 5: In your opinion, what is one thing the City could do to build a strong ethical culture in City government? There is no proper check and balance for the execution of water reconstruction projects. The procedures for calculating "certified quantities" is far below generally accepted practices. No density tests are performed on new asphalt surfaces nor are specific gravity calculations used to determine the actual density of construction materials used. Requests for a list of densities used by design for cost estimates have been ignored. PennDOT requires core sample to prove proper thickness if yields exceed 85%. Yields for PWD regularly exceed this. As long as generally accepted practices are not used and questions about the subject ore continually ignored there is nothing the city can do to build a strong ethical culture.
