Question 5: In your opinion, what is one thing the City could do to build a strong ethical culture in City government? I think ethical behavior should be more broadly defined as it relates to the total cost that City officials and employees extract from the City budget and taxpayers. For example, officials that have City cars extract the cost of the car (and maybe the fuel?) but also the costs we don't capture: contributing to the City's traffic and parking congestion, contributing the greenhouse gas emissions and lowered air quality, and not walking the talk related to sustainability and the adequacy of our public transportation infrastructure. Another is related to waste in the form of non-productive labor: why is it that employees who have few or no responsibilities at their jobs, or neglect to mind the responsibilities they do have, are not considered in violation of our ethics standards? That is a form of government waste as their pay + fringe could otherwise be going to productive employees or programming that supports City residents.
