The key to creating an ethical culture is to ensure that all persons in violation of policies, ordinances and laws are held accountable. Too many times, the powerful are able to escape the consequences of their action because of their power. When the powerful are able to escape the consequences of bad behavior it poisons the peoples respect for the policies, ordinances and laws that we are expected to abide by. The other problem created by allowing the powerful to break the rules is that the rules are used to arbitrarily punish people who they dislike. Selective discipline kills ethical culture. It starts at the top. The leaders should lead by example. |
