Question 5: In your opinion, what is one thing the City could do to build a strong ethical culture in City government? Let lower level employees know where they can go to get confidential help (even on probation period) if they feel something is wrong. The tone is set during this period. They feel like they want a job so they don't want to say anything. Commissioners, Managers should be keeping a watchful eye and not just checking in with supervisors.
