Question 5: In your opinion, what is one thing the City could do to build a strong ethical culture in City government? When there is a training that is "mandatory", make sure everyone gets the training. I have been skipped more than one time for some "mandatory" training and been told, to the effect that 'they aren't scheduling those anymore', but I am held to the same standard as everyone else who was scheduled for and received the training. Also, when you offer these seminars, are they on City time or do I have to use my time? That's never mentioned.
