Question 5: In your opinion, what is one thing the City could do to build a strong ethical culture in City government? |
When there is documented evidence of morally, unethical behavior amoung City employees, whether they are (Union and Non-Union) employees, they should be swiftly removed and barred from working for the City of Philadelphia. The City has continued to be extremely slow OR not handling OR not dealing with the morally, unethical behavior and problem employees where there's repeated documented evidence of such behaviors. I get it that you want to come up with trainings and outreach programs to build a strong ethical culture in City goverment. But, how do you do that when City government as whole, has a representation of enhabling these unethical behaviors for years without any type of consequences, until its reported in the news and/or pending and threatening law suits. This shouldn't be the case. It seems, if you know someome in top level of City government (Mayor's Office; City Council; Department Heads, etc); the empolyees that continue to exemplify these morally and unethical behaviors continue to stay employed within the City and just keep getting pushed from department to department to department, without anyone stopping the enabling behavior. And for all the hard working City employees, Union or Non-Union; who come to work each and everyday and perform in their job duties with the upmost of intergrity, respect and morally ethical behavior... this enhabling behavior exemplified from City government continues to be slapped in our faces. |
